How to Install Windows 10 IoT Core on Raspberry Pi 3

Hi there. For a while now, I have been having trouble with one of my Raspberry Pi 3 B's. Whenever I type in my credentials from any point of connection it says that I am unauthorized. I have made sure that the password is indeed correct and flashed this SD card about five or six times now with the correct password and no luck. I have tried everything that I can find on the internet, including low-level formatting the SD, then formatting as FAT 32, and then re-imaging it still doesn't work.

Is the password stored on the Pi itself? Because it seems like it's nothing on the SD card. Today I successfully imaged a different SD card and it is now working fine in a different Pi. This leads me to believe that it is something with the board and not the card. From what I have found on the internet, it seems like there is no way to reset the password on Windows 10 IoT Core.

I have tired hooking the Pi up to a mouse and monitor, and then tried to reset the password using the "net user" command in the command line. In order for me to run this command, it says that I need to change a registry key manually, or click the button below: both of which require administrator elevation with the password I don't have.
